I bought these little hula-hoop looking things from Avon. You put them at your wrists, hold your arms straight out at your sides, and do little circles for as long as you can. Really makes you feel it.

Sorry, you can't spot reduce, just can't. You can work on the muscle with weights, and the increased muscle will help with weight loss, but fat comes off where it wants to.
It's very difficult for women to bulk up, so doing some tricep/bicep exercises sure won't hurt, but you still need to do cardio to lose the fat.
Dumbbells are pretty cheap. You can find all kinds of specific directions under the exercise heading at http://www.abcbodybuilding.com/

Cardio exercise and a healthy diet will get rid of the fat. Resistance training 2-3 days a week will build lean muscle which will help burn fat faster and also make them look toned. The exercises are kind of hard to explain and I don't want to tell u wrong

I do a couple of things that reduces the fat on my arms. One is weight lifting, there are specific ones which you can find enclosed in the weights that you purchase(they usually come with the set of weights and are pretty cheap)
Another is punching on the punching bag. I got my husband one of those inflatable ones for 10.00 this past holiday, and absolutely love it! I can feel those arms burning as well as my back where I have that lovely BRA FAT!!
Good luck in your weight loss endeavors!

What the others said is right.
You can't spot reduce. Losing body fat will reveal the muscle that is hinding unerneath it. Weight training will help to reduce body fat and build up the muscle. It is very, very hard for women to gain huge muscle, so you don't have to worry about that.

I'm wondering if you think lifting weights will make you bulk up? Woman who lift weights don't bulk up unless they take steroids, or they devote nearly their entire lives to lifting. Being as you're one of us, thats seems rather unlikely.
While I agree that you can't spot reduce, you can tighten stuff up by lifting. In fact I believe lifting weights is the quickest way to improve body appearance.
A very dear friend lost 18 lbs., but I swear she is so much firmer she looks like she lost 50. Everyone notices. Just for your info.
get light weights and workout...just my 2 cents.

Lots and lots of cardio will burn fat off but your muscles will not tone unless you work at it. Oh and build your biceps to to balance things. 1:1 ratio biceps to triceps. Just remember, more muscle means more fat burning. ;)
